In June 2022, Japan enacted「the Basic Law for Children」, a comprehensive foundational law aimed at promoting child-related policies across society in an integrated and powerful manner. The law came into effect in April 2023.
In June 2022, Japan enacted「the Basic Law for Children」, a comprehensive foundational law aimed at promoting child-related policies across society in an integrated and powerful manner. The law came into effect in April 2023.
The spirit of the「 Basic Law for Children」is explicitly stated to originate from the Convention on the Rights of the Child.
The 4 Principles of the Convention on the Rights of the Child:
Six Fundamental Principles of Japan’s Basic Law for Children (Article 3):
All children shall be valued, their basic human rights protected, and they shall not face discrimination.
All children shall be raised with care, have their lives protected, be loved and safeguarded, enjoy their rights, and have equal access to education.
According to their age and stage of development, children shall be able to express opinions on matters directly affecting them and participate in various social activities.
The opinions of all children shall be respected in accordance with their age and developmental stage, and what is best for the child in the present and future shall be prioritized.
Child-rearing shall be based in the home, with sufficient support provided. For children unable to grow up in a family setting, a similar environment shall be ensured.
A society shall be created in which families and child-rearing are sources of dreams and joy
However, there are children who are excluded from the application of this law.
They are the children attending Korean schools in Japan.
Exclusion from the tuition-free high school and school attendance support policy implemented since 2010,
Reduction or freezing of educational subsidies provided by local governments for over 60 years,
Exclusion from the early childhood education and care fee-free policy introduced in 2019,
Exclusion from the financial relief payments given to all students in Japan during the spread of COVID-19.
These legal and systemic forms of discrimination have resulted in serious violations of human rights.
Many conscientious Japanese citizens and Koreans residing in Japan continue to raise their voices
every day on the streets and in courtrooms.
The United Nations has also issued repeated recommendations to eliminate discrimination.
Nevertheless, the Japanese government continues to practise discrimination.
As of 2024, more than 3,000 children attend 51 Korean schools in Japan.
Due to severe financial difficulties, the operation of these schools faces many challenges.
Even so, the children of Korean schools, in order to "live proudly as Koreans on Japanese soil",
continue to learn joyfully in their classrooms today.
Our Demands!
Japanese Gov must implement the recommendations concerning
Korean schools made in accordance with international human rights standards!
Japanese Gov must apply the Basic Act on Children equally to all children, without ethnic discrimination!
Japanese Gov must extend its tuition-free education policies to include Korean schools in Japan!
So that the children of Korean schools no longer suffer from institutional discrimination by the state,
and so that they can have their human rights equally protected and live with pride in Japanese society,
let us raise our voices together.
