Six Fundamental Principles of Japan’s Basic Law for Children (Article 3):

1. All children shall be valued, their basic human rights protected, and they shall not face discrimination.

2. All children shall be raised with care, have their lives protected, be loved and safeguarded, enjoy their rights, and have equal access to education.

3. According to their age and stage of development, children shall be able to express opinions on matters directly affecting them and participate in various social activities.

4. The opinions of all children shall be respected in accordance with their age and developmental stage, and what is best for the child in the present and future shall be prioritized.

5. Child-rearing shall be based in the home, with sufficient support provided. For children unable to grow up in a family setting, a similar environment shall be ensured.

6. A society shall be created in which families and child-rearing are sources of dreams and joy

Exclusion from the tuition-free high school and school attendance support policy implemented since 2010, 

Reduction or freezing of educational subsidies provided by local governments for over 60 years, 

Exclusion from the early childhood education and care fee-free policy introduced in 2019,

Exclusion from the financial relief payments given to all students in Japan during the spread of COVID-19.

These legal and systemic forms of discrimination have resulted in serious violations of human rights.
